"This guide is prepared in response to the 3 by 5 Initiative and to the call for countries to act on the three ones: one agreed AIDS action framework that provides the basis for coordinating the work of all partners; one national AIDS coordinating authority with a broad-based, multisectoral mandate; and one agreed country-level monitoring and evaluation system. This document is intended as a guide for country adaptation by national and local coordinating bodies/working groups, including people living with HIV/AIDS to develop, structure, and implement a service package and operational procedures for HIV/AIDS care and treatment in the Region. Countries with relatively high HIV/AIDS prevalence rates in the Region are Cambodia, China, Papua New Guinea, and Viet Nam, but countries with lower HIV prevalence rates will also benefit from this guide."
