Abstract

"The HIV/AIDS Prevention and Care Project was designed to help China in its efforts to tackle the growing threat of an HIV epidemic. The project goal is to create an effective national response to HIV/AIDS in China, as well as to assist China to develop a multi-sectoral and co-ordinated response to HIV/AIDS and implement the Medium and Long Term Plan for AIDS Prevention and Control. The project focused on high-risk population in Yunnan and Sichuan provinces and developed best practice and then disseminated it in other areas of the country. The project specific purposes are to develop replicable models of HIV/AIDS prevention, treatment and care in two pilot provinces for high-risk and vulnerable groups in order to inform and develop the national policy framework. The project added value to current health system efforts to slow the spread of HIV/AIDS by taking a multi-sectoral approach, based on conditions of China, learnt from other countries lessons and adopted successful international experiences. The project was initiated in June 2000 and it will last 5 years, and divided into 2 phases: the initial two years phase from 2000 to 2002, the later phase from 2003 to 2005."
