"Brunei Darussalam AIDS Council (BDAC) was established in the year 2000 to assist in educating and creating awareness amongst every individual in Negara Brunei Darussalam about HIV/AIDS, all prevention methods possible, and to assist those infected and affected with HIV/AIDS. An earlier sub-organisation of BDAC called Pembimbing Rakan Sebaya was formed on the 13th April 2001 to motivate youths to practice a positive and healthy lifestyle, and to create awareness on the dangers of HIV/AIDS and its transmission among youths. Later in 2003, Pembimbing Rakan Sebaya is known as Penyinar Club (Kelab Penyinar). Penyinar reports to its parent organisation- BDAC for all their daily activities, plans, trainings and proposals."
