- Abstract
This policy paper argues that “[s]ignificant progress has been made towards universal access in recent years”, however it also states that “progress remains fragile… and is now threatened by inadequate financial and political support.” The paper provides an assessment and recommendations for new treatment guidelines, innovative financing and social/economic development and health systems.
