"This Handbook gives you, the leaders, accurate information on how you can lead the fight against the epidemic. It gives you in-depth knowledge of how the disease spreads, ways of preventing spread, and how AIDS affects the well being of individuals, families, communities and our nation.
I have prepared this Handbook to give you information you need to work with and for your people. Elected leaders are the most important advocates of change in preventing and handling the AIDS epidemic. This Guide helps you address public meetings, meet interest groups, and communicate with local leaders and individuals. It will help you mobilise human, material and financial resources. It will help you understand AIDS issues, and to work with your fellow MPs and counselors to change policy and legislation."
