- Abstract
"Over the past decade, the national response to the HIV and AIDS epidemic in Papua New Guinea has become more complex, with a significant growth in the number of players funding and implementing activities within and across sectors. Coordination of these activities and adequate oversight and accountability, have largely been absent. Where they exist, they have tended to remain exercises undertaken and reported only to the Donor Partners.
The Government of Papua New Guinea (GoPNG) has endorsed the National Strategic Plan (NSP) for HIV and AIDS 2006 to 2010. An annual planning exercise for the implementation of the NSP is to be undertaken that will bring all stakeholders together into one planning cycle. The outcome of the process will be an approved GoPNG HIV Development Plan for the coming year which will contain details of funded activities to support implementation of the NSP. In line with Three Ones principles and Global Task Team (GTT) recommendations, this process will promote greater country leadership and ownership of national strategies and their implementation, and align government and donor efforts to support national efforts.
In parallel with the above, an independent and transparent mechanism for the review of the response – the Independent Review Group – has been established to assess performance and to fulfil the GTT’s recommendations for accountability and oversight. This group will conduct a periodic higher level assessment of the national response to HIV in PNG, reviewing performance of planned activities against the objectives in the NSP. The IRG report to the NAC through the NSP Steering Group after which any reports submitted will be made public."
