" We, the participants from South Asia – Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka – representing the Member States of the South Asian Association for Regional Cooperation (SAARC) – along with representatives from the United Nations Children’s Fund (UNICEF), other United Nations agencies and bilateral partners, met to observe the “SAARC Decade of the Rights of the Child” and the “SAARC Year of TB and HIV/AIDS Awareness”, and to discuss and develop the New Delhi Consensus on Delivering Commitments on HIV/AIDS, Children and Young People in South Asia, on 20th September 2004 in New Delhi, India."
