"During 2005 the Government, through the Ministry of Health, in partnership with civil society organisations and United Nations agencies engaged in a consultative process to develop a new national strategy to provide a more comprehensive and coordinated response to HIV/AIDS and STIs. This document presents the new National Strategic Plan developed through that process."
