"The NAC Medium Term Plan and the National HIV/AIDS Project Design Document, emphasise the establishment of appropriate Home-based care as an integral part of a comprehensive Care and Support program. This assessment of need and the analysis of capacity to provide home-based care will provide baseline data for the counselling and Care Component of the national and provincial response. Assessment of need and analysis of capacity establish the starting point for planning and strategising to build a comprehensive, multisectoral network of counselling and care."
