"Child-headed households are a growing issue in the AIDS epidemic. Orphans and other vulnerable children are having to move into adult roles inadequately prepared, and they face tremendous challenges and are vulnerable to exploitation. India HIV/AIDS Alliance and Tata Institute of Social Science, in collaboration with VMM (Vasavya Mahila Mandali) and PWDS (Palmyrah Workers Development Society), conducted a situational analysis of child-headed households in Tamil Nadu and Andhra Pradesh, with the aim of documenting the children’s needs and challenges, and to explore the related legal and policy issues. The study also aimed to analyse the need for community foster care and to support policy change that will enable the scaling up of community foster care in the two states. The report finds that an immediate response at all levels is needed to protect children from abuse and exploitation, and makes a number of programmatic, policy and research recommendations."
