- Abstract
"The rights analysis instrument (RAI) contained in this document was prepared for the Australian National Council on AIDS and Related Diseases (ANCARD) to measure national implementation of the International Guidelines on HIV/AIDS and Human Rights (see appendix). ANCARD is the Federal Governments peak advisory body on Australias response to, and management of, HIV/AIDS and related diseases. It was established to provide independent and expert advice at the time the third National HIV/AIDS Strategy 199697 to 199899 was announced in December 1996. In March 1998, ANCARD convened a legal forum, which has overseen this project.
The International Guidelines on HIV/AIDS and Human Rights were developed by the Second International Consultation on HIV/AIDS and Human Rights, convened by the Joint United Nations Programme on HIV/AIDS (UNAIDS) and the Office of the High Commissioner for Human Rights at Geneva in September 1996."
