- Abstract
"The Aboriginal and Torres Strait Islander Peoples Complementary Action Plan 2003-2006 addresses issues facing Aboriginal and Torres Strait Islander peoples in the use of licit and illicit drugs. It recognises both the similarities and differences among Aboriginal and Torres Strait Islander cultures. The action plan recognises that government, non-government and Aboriginal and Torres Strait Islander community-controlled organisations must work together to address the social, economic, environmental and physical health inequalities experienced by Aboriginal and Torres Strait Islander peoples. It represents the views of both Aboriginal and Torres Strait Islander, and non-Aboriginal and Torres Strait Islander peoples, and highlights a range of realistic and achievable strategies. The action plan adopts the definition of health (see box) used in the National Aboriginal Health Strategy Report 1989, which in turn is based on the definition of the World Health Organisation."
