"The guidelines in this document are the product of the Second International Consultation on HIV/AIDS and Human Rights, organized jointley by the United Nations Office of the High Commissioner for Human Rights and the Joint United Nations Programme on HIV/AIDS (UNAIDS). They provide an important means for supporting both human rights and public health, emphasizing the synergy between these two areas. These guidelines offer concrete measures that could be taken to protect human rights and health where HIV/AIDS is concerned."
